Why is this change being made?

fixing typos and broken links within the SA handbook to improve the quality of the handbook

• fixed typos
• switched atom ide (deprecated) to visual studio code
• fixed link to CS education + enablement page.
• product release update page not updated since 2021, removed link as lots of other relevant release links
