Use `devops::data stores` label instead of `devops::data_stores`

Why is this change being made?

This MR updates the devops label for Data Stores to devopsdata stores to fix the incorrect label ~"devops::data_stores" that used an underscore instead of a space.

This also enables label settings for stages similar to groups: https://gitlab.com/gitlab-com/www-gitlab-com/-/blob/master/lib/group.rb#L31.
