Fixed updated chart for MTBI

Why is this change being made?

The chart for Mean Time Between Incidents is not displaying correctly on the Performance Indicators page because of an issue identified in gitlab-org/quality/engineering-analytics/team-tasks#174. In fixing the ChartID changed, this change is to update to the new chart.
