Deleting values check in from People Engineering HB page

Why is this change being made?

This MR is deleting reference to the values check in survey from the People Engineering handbook page in line with change to the process / survey being sent

@ameeks please can you review and then also let @ajrom know whether he can proceed with disabling the automation (what effective date, etc) or whether People Engineering will still be involved in the process and small changes are required to the automation / this handbook page

FYI @ajrom (I will create an issue for you once we get confirmation from Alissa to proceed with disabling the automation)
