Update Paper Cuts MR reviews process

Why is this change being made?

The UX Paper Cuts team has generated a large volume of MRs in its initial three weeks. This has contributed to a higher volume of MR reviews for other Product Designers. To help reduce the volume, the UX Paper Cuts team will handle their own MR reviews moving forward. The team will utilize the Reviewer Roulette when a UX Paper Cuts designer is OOO.

This update should also help create visibility within the UX Paper Cuts team to help reduce the potential for duplication in MRs.

Author Checklist

• Provided a concise title for this Merge Request (MR)
• Added a description to this MR explaining the reasons for the proposed change, per say why, not just what
  • Copy/paste the Slack conversation to document it for later, or upload screenshots. Verify that no confidential data is added, and the content is SAFE
