Update Foundations' listed services with links to documentation

Why is this change being made?

In order for our stakeholders to easily gain context for services we own, I'm adding links to the existing documentation for our listed services.

Note that for some things documentation is still incomplete or missing entirely, but as a first iteration, I'm linking to what we have.
