Adds a section on specific support requests

Why is this change being made?

We've added a new collaborative method to work with the support team on specific requests. This is outlined in the https://gitlab.com/gitlab-com/fulfilment-sub-department/section-fulfilment-request-for-help project.

This adds some detail to the Utilization team handbook page for this process.

Author Checklist

• Provided a concise title for this Merge Request (MR)
• Added a description to this MR explaining the reasons for the proposed change, per say why, not just what
