Adding guidance on cross region handover

Why is this change being made?

Adding guidance on how to ensure the message is visible to the regional group, when needing to hand over a call or ticket cross region. We regularly see challenges with handovers not being as efficient as they could be. Sometimes they will be ongoing for days.
