Update index.html.md - SA Engagement Process Change

Why is this change being made?

Updating the description of how to engage SAs under Secondary Activities for stage 2-Scoping. SA engagement no longer requires the creation of an issue, but can now be done directly at the opportunity level in SFDC by clicking on the SA Request button.

The engagement process is described in the Commercial SA Engagement Model Handbook page.

Author Checklist
