Change from Support Interest label to Support Priority

Why is this change being made?

In MR !121554 (merged), we added to the Managing Product Issues handbook page instructions for people to add the SupportInterest label in addition to the numbered priority label. It was then pointed out in the last comment of that MR that the use of that label would be problematic. The request was made to switch to using the ~Support Priority label instead.

This MR makes that change.
