Updating Values and DZ Awards nomination process and DRI

The DRI has been changed and the nomination process has been simplified for the GitLab Awards (Values Awards and DZ Award). Making these handbook page updates to reflect the new DRI and updated nomination process. The minor updates to the nomination process have been made to promote a more seamless team member nomination experience, encouraging more nominations.
