Update Tableau Handbook page with README, Certification Details, and BI Excellence Details.

1. Add link to README to handbook page
2. Add Cynan as the Engineering Sub-Project Leader
3. Add Trusted Data Certification section
4. Add a BI Excellence section for publishing in Production
5. Remove the Pilot section since we are transitioning to Production
