Performance Review page - Update spreadsheet links and add tip about taking notes in worksheets

Why is this change being made?

1. The spreadsheet links on the Performance Review workflows page in the handbook are incorrect
2. Worksheets are only linked for three roles
3. There's no guidance on using the worksheets

This MR fixes the existing links to performance factor review spreadsheet templates, and adds links to the Staff SE and Senior Support Manager templates. Also, it adds a brief tip about taking notes in the spreadsheet while evaluating a direct report's performance.
