Update personal data definition

Why is this change being made?

This definition of personal data is updated to reflect consistency across the handbook, to correspond to the definition on the Privacy handbook page. The current definition on the data classification standards page is outdated as it cites a single definition from GDPR where GitLab aims to comply with multiple global and national data privacy laws and regulations.

Author Checklist
