Update tech_stack.yml for Xactly CEA to document correct google group

Why is this change being made?

The purpose of this MR is to update the google group tied to Xactly CEA. Currently the tech stack listed okta-xactly-users but it should be okta-xactlyCEA-users. See related issue.
