Update CCPA Metrics page to reflect defined reporting period

Why is this change being made?

Privacy is making this minor iteration on the CCPA Metrics page to accurately reflect the reporting period. Previously, and under the CCPA, metrics must be reported annually by 1 July. As reporting capabilities have evolved to compile these metrics, GitLab wishes to make it clear that the annual reporting reflects metrics for the prior calendar year, not the prior 12 months.
