Why is this change being made?

The change adds Russia and Belarus to the list of countries for which authorization is required for export (alongside Cuba, Iran, North Korea, Syria, and sanctioned regions of Ukraine). I'm adding these because, even though these countries are not technically embargoed (as the others are), exports to these countries without authorization is only possible under very limited, nuanced circumstances. This is a customer/third party facing page and most of those customers will not understand those nuances or even know they exist (and may lack awareness, generally, about trade controls) and, as a result, might read the current language and think that exports to these countries are unrestricted. Larger customers with compliance departments will be aware of the nuances and will conduct their own analysis or at least contact us with questions. Basically, the proposed edits err more on the side of caution.
