MR to update the Legal Employment HB page to add additional info on the process for the People and Legal employment teams to work together on employment policy reviews and updates

Why is this change being made?

This change, as part of the legal, Employment FY24Q1 OKR to identify people policies which should be translated into local languages and consolidate all people policies in a single location on the People Policies page of the HB (moved/cross referenced from the Legal and entity-specific employment policies HB pages) to make all of the applicable policies easy to find for team members, aims to clarify the process for the People and Legal employment teams to work together on employment policy reviews and updates by adding additional details to the relevant section of the Legal, Employment HB page and a link to aa newly created issue template for use.
