Change offer stage to start only at verbal offer

Why is this change being made?

In order to better understand our offer timelines, we will only be moving candidates to the Background Check and Offer stage in Greenhouse when they are ready for a verbal offer. When this change is made, we will understand whether a candidate has already received a verbal offer, allowing us to better predict hiring timelines and decisions.
