Merge Request: Update Global Ptnr Page to add a section on Partner Communications

Why is this change being made?

The change is intended to clearly outline the platforms used to communicate directly with our partners. The new section includes descriptions of the platforms, when the platforms are leveraged and why. The section also cross-references existing handbook pages for further details.
