Add guidance on how to sync PTO with GCal and UX Calendar

Why is this change being made?

Syncing PTO dates with google calendar makes it easy to know who is OOO vs. who is available. This MR adds guidance on how to sync with google cal and recommends all PDs sync with the UX Calendar.
