Use PD Slack message as emergency thread starting point

Why is this change being made?

We recently reduced the noise from the PagerDuty integration in #support_self-managed – as a result, there's only one Slack message per incident now. This message marks the ideal starting point for the Slack discussion thread we have for each emergency, as the PD notification will always act as a link to the corresponding ticket.
