Removing spend reduction section as we are not following this guidance

Why is this change being made?

There have been numerous changes to the expense policy (limitations on discretionary spending for equipment, learning tools, and internet, removal of team building budget and get-together grants, not covering travel) recently that do not follow the spend reduction statement from the handbook. In accordance with our value of transparency, I propose removing this as we do not follow it.

Author Checklist
