Update SP-TI refinement instructions for setting issue weight

Why is this change being made?

The SP-TI documentation for setting issue weight links to the list of frontend-weight and backend-weight labels as examples. This could lead a team member to believe that they need to set one of these labels on refinement.

This change clarifies that what matters is setting the actual Weight property on the issue, and the labels are optional.
