Timing updates to email programs

Why is this change being made?

In Gainsight we've updated the timing of when customers receive certain Enablement campaigns. This is to ensure customers receive their communications in a more timely manner (1-2 months versus 3-4 months).

Additionally, this also reflects the language of Program proposal templates. The Digital Programs team wants to ensure that stakeholders understand that requests for programs are proposals/ideas that require triage, not guarantees.
