Update Definition of Technical Owner for instances where there is no central management or administration of a system

Why is this change being made?

We have multiple systems where there is little to no differentiation between business owner and technical owner as the system is not centrally managed or require configuration outside of an end user's configuration. These systems do not have a typical administrator and therefore the Business Owner or a delegate should be considered to be the Technical Owner.
