Update on anniversary gift process with new vendor

Why is this change being made?

Now that budget has been finalized for the FY24 anniversary gifts we can proceed with updating the external handbook to reflect the new process; and the new gifts being offered.

At the start of FY23 GitLab changed swag vendors and then ran out of budget to purchase anniversary swag, in addition to the change in DRI for swag at GitLab there unfortunately caused a longer then anticipated delay in being able to offer anniversary gifts.
