Add Terminology Table to the L&R homepage

Why is this change being made?

As a part of improving L&R training, most content included in the LevelUp training module should be referenced in the handbook, with the LevelUp content being supplementary.

This MR adds a terminology table of some frequently used terms and phrases that might be useful for a new L&R engineer, or a team member in another department.
