Update Job-Families README

Why is this change being made?

The original version of the Job Families readme included links to the migrated content. This got stopped by the pipeline and in the interests of speed it was decided to leave the links out of the README. This MR revisits adding these links and fixing the pipeline to allow linking to the new handbook site.
