Update GCF Control Tier Links

Why is this change being made?

Updating the GCF control tiering table in the GitLab Security Compliance Controls hb page so that the links point out to the current source of truth for which GCF controls are at tier 1, tier 2, and tier 0 (which is filtering in ZenGRC for 'Critical System Tier' field). Additionally, removing the tier 3 and tier 4 fields as those are not used. -->
