Epic Updates - Provides new link for lead list upload template and remove MOps for assignment

Why is this change being made?

The lead list upload template link changed, updated link provided to all epics in this MR. Removed MOps assignment and also removed the target list request link as that is already being handled by MOps in our copy doc for sends.
