Add CFP resources (abstract/biography templates) to Developer Evangelism handbook
Why is this change being made?
CFP forms require different input, similar to biographies. Over the past 3 years, Developer Evangelists have developed different methods and documents to keep everything in a single place, ready for all CFP forms out there. @dnsmichi uses two Google docs:
- CFP with title, abstract, learning goals, ecosystem benefits, etc.
- Biography with all copy-paste talk resources, headshots, biography, etc.
This MR adds the newly created Google doc templates into the Developer Evangelism CFP handbook for the team, and wider community to benefit.
