Package direction updates May 2023

Why is this change being made?

As per Product#5732 (closed), this MR updates the direction page and associated content for the Package stage.

Noteworthy highlights

• Adding sorting, filtering, and pagination to the container registry UI to improve user experience.
• Starting to work on a maven dependency proxy that will allow users to add an upstream Maven repository to their project. Packages will be proxied from the upstream source and cached in their GitLab project.
