Address new rubygems error for release post assembly script

Why is this change being made?

We continue to improve Release Post automation, but the Release Post Assembly Scheduled Job is still not ready for regular use. The latest failure points to some missing dependencies. https://gitlab.com/gitlab-com/www-gitlab-com/-/jobs/4309761378

This MR attempts to resolve this next error.
