Dev Evangelism projects handbook: Add README requirements

Why is this change being made?

@iganbaruch added a new use case to the Developer Evangelism projects group (Slack internal), and I have added a group README and avatar to highlight the new group when opened.

This MR documents the README requirements for projects/groups, encourages to add an avatar images, and shows how to resize images.
