Re-integrates good-intent language for emergency support

Why is this change being made?

The "good intent" language is consistent with our values and remains true, even with a documented exception workflow. Our exception workflow helps us build a framework for understanding business impact, but doesn't belie our desire for customer results.

Author Checklist
