✨ Add in-progress promo docs section to GitLab Support promotions page

Why is this change being made?
This change to update the promotions page in the GitLab Support team workflows. This is inspired by recent conversations with @manuelgrabowski and by the feedback in the gitlab-com/support/support-team-meta#4653 (closed) issue.
This MR will encourage folks who are working on their promotions to Senior or Staff to consider linking to their internally public promotion documents on this public page.
- This is not required: it is optional.
- You may be pleasantly surprised to learn that a colleague is also working on a similar path to promotion: you're encouraged to collaborate!
- Folks considering promotions to Staff+ are encouraged to consider listing their promotion docs. Knowing what promotions are being considered permits the team to be aware and consider how to plan for changes.
