Change the MR pipelines duration KPI from average to p80

Why is this change being made?
We find the p80 MR pipeline duration to be more representative of the user experience than the average MR pipeline duration, and it would help us prioritize changes that would impact the 80% of the CI/CD users internally.
This MR changes the Merge request pipeline duration
KPI to use p80 instead of averages. It also adds a PI called Merge request pipeline duration (average)
to still keep track of the average.
