Update Reliability::Foundations Performance Indicators

Why is this change being made?

These changes reflect the teams' discussion resulting from this issue, to update the Performance Indicators used by the Foundations team to measure our success. This is an iteration, as there are still dashboards that need to be created, but this MR will capture the direction we want to go.
