Adding links to Switchboard from Dedicated direction page

Why is this change being made?

Now that we have a Switchboard direction page, we should have some links to it from the Dedicated direction page. This MR adds a line about what Switchboard will enable tenant operators (sys admins) to do as well as a couple other links out to the Switchboard page.
