Adding program managers for the Education & Startup community programs
Why is this change being made?
Currently we do not have program managers listed for the Education or Startup community programs - this is a potential issue as it means team members may not be able to identify a DRI for these programs.
I requested clarification in #community-programs and @akarsten1 replied that he could be listed as the program managers temporarily - so this MR is actioning that!
