Remove inactive Veterans TMRG from handbook page

Why is this change being made?

Confirmed with @lmcnally1 that the Veterans TMRG is not currently active. By removing this TMRG from the handbook page, it will ensure consistency in the number and names of the TMRGs that are listed in the FY23 DIB and ESG reports.
