Update GitLab Dedicated team label links
Why is this change being made?
There are two distinct teams using the same team label to track issues in GitLab. Environment Automation
and Switchboard
are both using ~"team::GitLab Dedicated" to track their issues. This may cause confusion and causes the teams to use secondary labels to track issues.
This MR updates team labels to use either teamEnvironment Automation or teamSwitchboard
