Update California Privacy Notice and convert to US State Privacy Notice

Why is this change being made?

Additional US State data privacy laws have requirements for state specific additional information or disclosures in a company's Privacy Statement. To capture updates not only to California, but other states coming into effect this year, this MR makes significant changes to this document and converts it from being applicable only to a single state, to applicable for multiple states.
