Update Self Managed Excellence page with refreshed Reference Architecture purpose and details

Why is this change being made?

MR updates the Self Managed Excellence page as follows:

• Refreshes the purpose and remit of the Reference Architectures and owning group accordingly
• Adjusts layout to place Reference Architectures first to reflect their importance.
• Add in metric charts for Reference Architecture work
• Several other various updates to reflect status today
