New handbook page for the Live Optimization sessions in the Commercial SMB segment

Why is this change being made?

This adds a new handbook page for the Account Executives in the SMB segment, detailing the "Live Optimization" sessions.

These sessions are a new post-sales motion for SMB customers, prepared by the account's AE and conducted by the Commercial Solutions Architecture, to speed up the customer's GitLab adoption.
