Add job scam warning to FAQ

Why is this change being made?

We have a new blog post about job scams: https://about.gitlab.com/blog/2023/06/29/fake-gitlab-job-scam/#fake-gitlab-jobs-warning-signs

Adding an FAQ to our Candidate Handbook Page puts that content in a more findable and permanent location. Candidates with questions about the validity of their interview experience might think to check this FAQ page, where they will then see this item.
