Remove duplicated event organization section in DevRel handbook

Why is this change being made?

The new events page for developer relations was added in !126312 (comment 1453208999) and during review I discovered the duplicated events organization section in the DIB heading.

This MR

• Removes the duplicated sections
• Adds the new events page into the Workflows overview for more visibility

There are more outdated parts on the main handbook page to review, and fix, in future MRs.
