Update L&R workflow: PUC is required in a temp license if the requested User count is less than the PUC

Why is this change being made?

Creating a trial extension for this ticket resulted in the customer receiving a warning as though true ups were required. This was due to the requested trial being for less users than the previous user count (and the instance max users). No true ups were required.

Ticket was discussed in slack

Adjusted the workflow to stipulate that puc is required also in situations where the requested user count is for less than the puc, which would likely result in a similar situation.
