Update the AI Stakeholders information with updated details on Editor Extension projects

Why is this change being made?

To assist in completing this MR with updated stakeholders information, this MR updates that section with:

  • Correcting ownership of those projects from Code Review to Editor Extensions (it links to where the list of engineers will be, since we don't have a handbook page yet: !126667 (merged))
  • Updates the Mermaid graph to display the role of language server.

I'll open a separate MR to allow for individual review before updating that MR.
